The Network on Early Childhood Care and Development (NECCD) is the national network of those working with young children in Cambodia.
Created in 1996 by six different organisations, including Planète Enfants & Développement, it facilitates discussion and coordination between civil society actors, international organisations and the government. It is a link that is essential to ensuring the effectiveness and relevance of actions on the ground! In 2016, with the support of Planète Enfants & Développement, this network worked hard on its strategy, with the aim of participating in dialogue on public policies in a more effective and coordinated way, and of integrating new platforms for discussion between civil society and various ministries, which are being gradually set up by the Cambodian government.
In early 2017, this long-term work led to the adoption of new terms of reference for improving the management of the network, which will reposition itself as a spokesperson and official representative of civil society to the government. The next steps will be electing new representatives and defining the network’s action plan. A major challenge will be defining a common advocacy strategy, which members wish to define based of a research project.
